Montrose County Commissioners Approve First Reading of Non-Native Wildlife Ordinance
MONTROSE, COLO. - The Montrose County Board of County Commissioners approved the first reading of proposed Ordinance 2026-01 earlier this week, which would prohibit certain intentional introductions, releases, transportation, translocations and habitat establishment of non-native wildlife species or populations within unincorporated Montrose County.
The proposed ordinance is intended to protect private property, agriculture, ranching and livestock operations, grazing, water rights, mineral and energy development, public access and other lawful land uses from potential impacts associated with the intentional introduction or translocation of non-native wildlife.
“We respect wildlife, but we also have a duty to protect our way of life, our economy, and our property rights,” said Commissioner Sean Pond. “This ordinance is about local control, responsible stewardship, and common sense.”
The ordinance applies broadly to covered non-native wildlife species and populations. It specifically addresses wildlife intentionally captured or translocated from outside Colorado, including gray wolves brought into the state from populations in Oregon and British Columbia.
The ordinance does not apply to the natural and unassisted movement of wildlife into Montrose County and includes exemptions for wildlife rehabilitation, domestic or agricultural livestock, veterinary treatment, permitted scientific and educational activities, and management of existing native or established wildlife populations.
The proposed ordinance recognizes the wildlife management authority of the Colorado Parks and Wildlife Commission and Colorado Parks and Wildlife while addressing areas within the County’s lawful authority, including property interests, agriculture, land use where applicable, natural resources and public safety.
The second and final reading of Ordinance 2026-01 is scheduled for November 18, 2026. The BOCC will be hosting two Special Meetings prior to the second reading. The times and dates are as follows:

The purpose of these special meetings is to provide the public with an opportunity to comment on the proposed ordinance before the Board considers final adoption.
